Request for Quote: Independent Clinical Consultant(s)


The Ohio Colleges of Medicine Government Resource Center (GRC) is seeking the services of independent clinical consultants to assist the Ohio Department of Medicaid (ODM) related to improving the delivery of health care services to the Medicaid population. The clinical consultant position will work collaboratively with GRC directors, principal investigators, and ODM medical directors to provide clinical consultation and technical assistance on the development of value-based purchasing strategies and development and implementation of programs, policies, and regulations.

Description of Duties: Acts as a consultant for the Ohio Colleges of Medicine Government Resource Center; advises ODM in a clinical capacity as it relates to its programs, policies, and regulations (e.g. prior authorization, utilization management, credentialing programs); provides clinical expertise and consultation to GRC and ODM staff to ensure clinically-informed program and policy development; assists with efforts to provide independent, evidence-based, clinical expertise to policymakers and others interested in improving Ohio Medicaid’s health and health care strategies; assists in designing, and directing research projects on health policy issues relevant to Ohio Medicaid; employs social science research techniques, quality improvement and program evaluation methods, and other techniques as appropriate; writes and prepares policy papers, issue briefs, data briefs, and other publications to disseminate information for a variety of audiences.

Minimum Qualifications: Licensed to practice allopathic or osteopathic medicine in the State of Ohio by the State Medical Board of Ohio; Board certified in a medical specialty recognized by the American Board of Medical Specialties; Currently practicing medicine in Ohio; Currently has a provider agreement with the Ohio Department of Medicaid to provide medical services to Medicaid recipients.

Desired Qualifications: Expertise/experience in any of the following medical specialties: adult or pediatric primary care; behavioral health including pediatric behavioral health; hospice, pain medicine, or palliative care; pulmonary medicine; maternal-fetal medicine; neonatal medicine; opioid addiction treatment. Expertise/experience in public health policy and administration. Expertise/experience in bioinformatics. Expertise/experience in quality improvement science.

Time and Duration: A maximum of 416 hours of consulting time over a 1-year period. Consultant agreement may be renewed annually.

Consultant Certification regarding conflict of interest in working with Ohio State University

The Consultant will need to certify the following statements on the Consultant agreement regarding conflict of interest:

  • They are not a consultant of the Ohio State University, other than by terms of this agreement.
  • They are not an employee or family member of an employee of The Ohio State University, or any agency of the State of Ohio.
  • No employee or family member of an employee of The Ohio State University will be a recipient of any compensation, payment, or other direct benefit under this agreement.
  • They are not suspended, debarred or ineligible to enter contracts with any department or other agency of the federal government, nor in receipt of proposed debarment or suspension.

Consultants who are in the State Teachers Retirement System (STRS), Ohio Public Employees Retirement System (OPERS) or Alternative Retirement Plan (ARP) and wish to provide consulting services are subject to The Ohio State University Human Resources Policy 4.25 summarized below:

STRS members cannot return as independent contractors at any time in an STRS qualified position. Additional information is available by calling STRS.

OPERS retirees who retire from the university may not receive OPERS benefits and work as an independent contractor for any period of time for the university. This prohibition is applicable regardless of the number of hours or days actually worked. Additional information is available in the OPERS Benefit Recipient Handbook.

ARP participants need to check with their vendor to determine whether they are eligible to become a Consultant.

Consultant requirements regarding ethics and conflict of Interest in working with the Ohio Department of Medicaid

  • No contractor or individual, company or organization seeking a contract shall promise or give to any ODM employee anything of value that is of such character as to manifest a substantial and improper influence upon the employee with respect to his or her duties;
  • No contractor or individual, company or organization seeking a contract shall solicit any ODM employee to violate any of the conduct requirements for employees;
  • Any contractor acting on behalf of ODM shall refrain from activities which could result in violations of ethics and/or in conflicts of interest. Any contractor or potential contractor who violates the requirements and prohibitions defined here or of Section 102.04 of the ORC is subject to termination of the contract or refusal by ODM to enter into a contract; and
  • ODM employees and contractors who violate Sections 102.03, 102.04 2921.42 or 2921.43 of the ORC may be prosecuted for criminal violations.

 

The Consultant will need to certify the following statements on the Consultant agreement regarding conflict of interest in working with ODM:

  • Consultant knows and understands the State of Ohio’s ethics and conflict of interest laws. Consultant further agrees that they will not engage in any action(s) inconsistent with Ohio ethics laws or any Executive Orders. 

 

  • Consultant has not made, while in their current position, one or more personal monetary contributions in excess of One Thousand and 00/100 Dollars ($1,000.00) to the current Governor nor to the Governor’s campaign committee when he was a candidate for office within the previous two calendar years. ORC 3517.13 does not apply to professional associations organized under ORC Chapter 1785.

 

  • Consultant will refrain from promising or giving to any ODM employee anything of value that could be construed as having a substantial and improper influence upon the employee with respect to the employee’s duties. Consultant further agrees that they will not solicit any ODM employee to violate ORC 102.03, 2921.42, or 2921.43.

 

  • Consultant has not nor will they acquire any interest, whether personal, business, direct or indirect, that is incompatible, in conflict with, nor would compromise the discharge and fulfillment of Consultant’s functions and responsibilities under this contract. If consultant, their officers, employees, or members acquire any incompatible, conflicting, or compromising interest, consultant agrees they will immediately disclose the interest in writing to the ODM Chief Legal Counsel at 50 West Town Street, Columbus, Ohio 43215-3414. Consultant further agrees that the person with the conflicting interest will not participate in any deliverables until ODM determines that participation would not be contrary to public interest.
