Senior Project Manager

Haley Cooper joined the Ohio Colleges of Medicine Government Resource Center (GRC) in June 2026 as a Senior Project Manager. In this role, she supports the Integrated Care for Kids (InCK), Medicaid Direct Healthcare Workers Evaluation (MDHCW), and Comprehensive Primary Care (CPC) Monitoring projects.

Before joining GRC, Haley served as a Research Associate and Project Manager at JBS International, Inc., where she supported federal contracts, including evaluations of the Health Resources and Services Administration Maternal and Child Health Bureau’s Pediatric Mental Health Care Access (PMHCA) program and Screening and Treatment for Maternal Mental Health and Substance Use Disorders (MMHSUD) program. Before that, she worked at Duke University, supporting multiple federally funded initiatives focused on improving behavioral health and wellness outcomes among people living with HIV and LGBTQ+ communities, reducing HIV-related stigma, and identifying and addressing barriers to PrEP uptake and adherence.

Haley brings extensive experience in mixed-methods evaluation, qualitative research, and project management, with a strong interest in improving access to behavioral health care, addressing social drivers of health, and advancing health outcomes.

Haley holds a Bachelor of Arts in Psychology, a Master of Public Health (MPH), and Project Management Professional (PMP) certification.
