Shawna Deems

Shawna Deems, MSW, LSW, serves as a Senior Partnerships Consultant at the Government Resource Center, where she helps translate partner priorities into actionable projects and services. Her background spans Medicaid policy and financing, behavioral health, quality improvement, program development, and cross-sector collaboration.

Prior to joining GRC, Shawna held senior leadership and policy roles with the Ohio Department of Medicaid and advised healthcare clients on Medicaid strategy, reimbursement, managed care, and state-directed payments. Her career spans state government, healthcare consulting, community-based programs, and academic settings, including previous work at OSU and The James, focused on improving access to care.
 
Shawna is a licensed social worker and holds a bachelor’s and master’s degree in social work. She also served as a Peace Corps Health Education Specialist in Moldova.
