
Lynne Lyon, MHA, joined GRC’s senior staff as the Director of Partnerships in December 2024, bringing a long history of success in healthcare policy including Medicaid, managed care, and behavioral health.
Lynne comes to GRC from the Ohio Department of Medicaid, where most recently she served as the deputy director of behavioral health policy. In this position, Lynne directed the development of behavioral health policy initiatives, playing a key role in design and implementation of a specialized managed care program serving children with complex behavioral health needs and oversaw Ohio’s substance use disorder Medicaid demonstration waiver. Previously she held a range of positions in state government where she worked in collaboration with community stakeholders and state agencies to support and strengthen regulations, programs, and policies to improve care.
In addition to her public service, Lynne worked as a consultant to state Medicaid agencies, managed care organizations, hospitals, behavioral health providers, and provider associations, assisting with understanding state and Federal health care policy changes and implementing new services and programs. Lynne also served as director of compliance for a Medicaid managed care organization, where her experience and leadership helped guide implementation of significant policy and operational changes.
In her role as Director of Partnerships, Lynne leads efforts to maintain strong partnerships with state partners and key stakeholders to advance the GRC’s mission to improve health for all Ohioans. Lynne earned a Master of Health Administration from The Ohio State University and a Bachelor of Arts in Psychology from the University of Findlay.
