Doug Spence is a research analytics consultant at the Ohio Colleges of Medicine Government Resource Center. He is currently involved in a number of projects including the Ohio Pregnancy Assessment Survey (OPAS), the Infant Mortality Research Partnership (IMRP), the Ohio Equity Institute (OEI) Evaluation, and the State Innovation Model Self-Evaluation (SIM). 

Doug holds a B.A. from Ohio University and a Ph.D. from the University of Tennessee in political science. Prior to joining the GRC, he served as Director of the Office of Research and Strategic Planning in the West Virginia Division of Justice and Community Services where he supervised research efforts aimed at investigating the predictors of recidivism by offenders, assessing adherence to evidence-based practices in the state’s correctional system, and measuring the performance of justice system reforms among other topics. During this time, Doug was also a technical consultant for several large survey research projects, served on the institutional review board at Marshall University, and taught graduate courses on research design and statistical analysis at West Virginia State University.

Doug’s research has received awards from the Justice Research and Statistics Association and has been published in the International Journal of Offender Therapy and Comparative Criminology, the Journal of Offender Rehabilitation, and The International Journal of Human Rights.
