Emelie Bailey, MA

Emelie Bailey is the Assistant Director of Program Design, Implementation & Evaluation at the Ohio Colleges of Medicine Government Resource Center (GRC). As a Principal Investigator (PI) and project lead, she directs research, program evaluation, and workforce development initiatives that support Ohio's health and human services systems. A public health professional with more than a decade of experience across nonprofit, academic, and public-sector organizations, she leads projects in partnership with state agencies, academic institutions, professional associations, and community organizations throughout Ohio. Her work focuses on designing, implementing, and evaluating initiatives that strengthen healthcare, behavioral health, and public health systems and improve outcomes for children, families, and communities across the state.

In her leadership role, Emelie oversees a robust portfolio of research, evaluation, and implementation projects while supervising a team of project management professionals. Committed to fostering a culture of consistency, collaboration, and continuous improvement, she provides mentorship, coaching, and professional development support to staff. Through a positive and solutions-oriented approach, Emelie works closely with multidisciplinary teams, sponsors, and community partners to advance strategic priorities and ensure successful project implementation.

Before joining GRC in 2018, Emelie worked in global public health at the Elizabeth Glaser Pediatric AIDS Foundation, an international nonprofit organization focused on HIV/AIDS prevention, treatment, research, health system strengthening and advocacy. She also completed graduate training in health geography at The Ohio State University, where her studies integrated geography, public health, social science, and applied research methods.

Emelie holds a Master of Arts in Geography from The Ohio State University, a Certificate in Public and Nonprofit Leadership from The Ohio State University's John Glenn College of Public Affairs, and a Bachelor of Arts with honors in Political Science from the University of Vermont.
