Rachel Mauk, PhD
Rachel Mauk, PhD (The Ohio State University), is a Data Science Senior Consultant in the Data Science and Engineering section at the Ohio Colleges of Medicine Government Resource Center (GRC). Rachel serves as a technical leader and subject matter expert for Medicaid administrative data, helping teams leverage claims, enrollment, and related data sources to produce accurate, transparent, and reproducible analyses that support policy and programmatic decision-making at the Ohio Department of Medicaid (ODM). As Principal Investigator on longstanding Medicaid Technical Assistance projects including Data Analytics, Medicaid Health Informatics, Comprehensive Maternal Care Analytics, and 1115 SUD Demonstration Waiver Monitoring, Rachel's work centers on quality measure design/implementation and scalable analytics infrastructure.
Rachel has expertise across the full lifecycle of complex healthcare quality measures, including development, testing, validation, implementation, and ongoing evaluation. Rachel has overseen GRC's annual National Committee for Quality Assurance (NCQA) Healthcare Effectiveness Data and Information Set (HEDIS) certification since 2021, which is a cornerstone of GRC's health analytics portfolio. Rachel specializes in the operationalization within Ohio Medicaid administrative data of national quality measure specifications such as HEDIS, Center for Medicare and Medicaid (CMS) Core Set, and Agency for Healthcare Research and Quality (AHRQ), emphasizing clear, reproducible methodologies, robust documentation, quality assurance, and consistency across projects. When existing standard measures do not adequately address Ohio-specific policy questions or program objectives, Rachel advises on the design of new measures to support these needs. Results generated within these projects support ODM's compliance with state and federal reporting requirements, advance population health initiatives, and strengthen program monitoring across key domains including maternal/infant health, behavioral health, chronic conditions, and older adults.
