Winifred Wilberforce, PhD, MPP

Senior Researcher

Winifred Wilberforce is a Senior Researcher in the Health & Social Sciences research section at the Ohio Colleges of Medicine Government Resource Center (GRC). Her work focuses on survey research & analysis, data analytics & reporting, and applied policy analysis. Since joining GRC in February 2026, she has contributed to a range of mixed methods research and evaluation projects sponsored by the Ohio Department of Medicaid and the Ohio Department of Health, including the Medicaid Next Generation Evaluation (MNGE), the Ohio Medicaid Direct Care Workers Evaluation, and the Ohio Medicaid Health Care Safety Net Evaluation (OHSN) projects. She applies expertise in survey methodology, statistical and data analysis to support rigorous research activities and generate insights that inform healthcare policy and program decision-making across Ohio.

Winifred earned her Ph.D. in Quantitative Research, Evaluation, and Measurement in Education Studies from The Ohio State University and holds a Master of Public Policy degree from George Washington University. Prior to her current role at GRC, Winifred worked at the Crane Center for Early Childhood Research and Policy and as a Doctoral Researcher Associate at the American Institutes for Research (AIR), where she contributed to AIR projects supporting the National Assessment of Educational Progress (NAEP) and the National Center for Education Statistics (NCES). 

Her independent research examines the application of psychometrics and quantitative approaches to inform policy and practice across education, health, and workforce systems. Her work addresses methodological issues in survey research, assessment, and program evaluation, while also exploring topics such as early childhood education, STEM education, AI in education, and workforce development.

Outside of her professional work, Winifred enjoys traveling, exploring new cities, and discovering new cuisines.
